To tackle this situation, the revision green-lights bond sales by provincial1-level governments but places them under strict conditions. It not only restricts the amount of bonds but also regulates how to issue them and use funds raised through bonds.

為了應(yīng)付這一局勢(shì)，修訂版預(yù)算法允許省級(jí)地方政府發(fā)行債券，但又對(duì)其作出了嚴(yán)格的限制性規(guī)定。新預(yù)算法不只限制了發(fā)行的債券規(guī)模，還規(guī)定了發(fā)行方法和舉借債務(wù)的資金作用與功效。

新預(yù)算法將green-lights bond sales by provincial-level governments（允許地方政府發(fā)行債券）。新預(yù)算法規(guī)定，provincial governments are allowed to issue bonds within a quota2 set by the State Council（省級(jí)政府須在國(guó)務(wù)院下達(dá)的限額內(nèi)舉借債務(wù)）。而且，money raised by the bonds can only be used for public services, and not for government operations（通過(guò)債券籌備的資金只可以用于公益性支出，不可以用于政府運(yùn)作）。

新預(yù)算法將政府預(yù)算分為四個(gè)部分：general budget（一般公共預(yù)算）、budget for government-managed funds（政府性基金預(yù)算）、budget for state-owned assets（國(guó)有資本經(jīng)營(yíng)預(yù)算）與budget for social insurance funds（社會(huì)保險(xiǎn)基金預(yù)算）。這就是四本預(yù)算，能夠幫助打造一個(gè)complete and transparent3 budgetary system（全方位規(guī)范、公開(kāi)透明的預(yù)算規(guī)范）。
