The new birth registration1 service system is regarded as a significant change in China's family planning policy after the abolition2 of the one-child policy that had lasted for more than three decades in China.

新的生育登記服務(wù)規(guī)范被覺(jué)得是取消推行了30多年的獨(dú)生子女政策后，國(guó)內(nèi)在計(jì)劃生育政策方面發(fā)生的重大變革。

這一文件是在國(guó)內(nèi)最高立法機(jī)關(guān)不久前對(duì)人口與計(jì)劃生育法作出修改后，對(duì)全方位兩孩政策（universal two-child policy）推行的進(jìn)一步規(guī)定。文件充分一定了計(jì)劃生育工作獲得的巨大收獲（remarkable3 achievements），明確了計(jì)劃生育改革進(jìn)步的思路、目的、原則、主要任務(wù)和手段。
