At a press conference held in March right after the usher-in of the new leadership, Premier1 Li Keqiang compared reducing government power to cutting one's own wrist to demonstrate his resolve to transform government roles.

在3月份新領(lǐng)導(dǎo)班子進(jìn)駐后不久舉行的一次媒體發(fā)布會上，李克強(qiáng)總理將政府削權(quán)比喻成壯士斷腕，以展示他轉(zhuǎn)變政府角色的決心。

李克強(qiáng)總理所說的cutting one's own wrist（壯士斷腕/自我斷腕）指的就是政府的TOP-down reforms（自上而下的改革）。自從改革開放以來，國家在體制改革上已經(jīng)獲得了顯著進(jìn)展，但中國政府要成為一個(gè)de facto limited government（有限政府）還需要漫長的努力。

今年中央政府已經(jīng)廢棄了200多個(gè)administrative approval items（行政審批項(xiàng)目），這意味著一部分群體的利益將遭到損害，這將考驗(yàn)改革者的決心和勇氣。專家稱，現(xiàn)階段的改革實(shí)質(zhì)上是carrying out reforms on the reformers themselves（對改革者自己的改革），重點(diǎn)在于mindset of the cadre team（干部隊(duì)伍的心態(tài)）。
