Part of the reform leading group's duties, apart from economic reform, is to plan and carry out reform on modernizing1 China's governance system and governance capability2.

改革領(lǐng)導(dǎo)小組除去經(jīng)濟(jì)改革方面的職責(zé)以外，還將推進(jìn)國(guó)家治理體系和治理能力現(xiàn)代化方面的改革。

國(guó)家治理體系（governance system）和治理能力（governance capability）這一定義初次在中央文件中出現(xiàn)，其核心內(nèi)涵是黨的領(lǐng)導(dǎo)、人民當(dāng)家作主、依法治國(guó)的有機(jī)統(tǒng)一（the organic unity3 of adherence4 to leadership by the Party, ensuring that the people are masters of the country and governing the country according to law），具體包含強(qiáng)化執(zhí)政黨領(lǐng)導(dǎo)地位（to consolidate5 the leadership position of the 單次點(diǎn)擊成本），進(jìn)一步建設(shè)人民民主和以法治為基礎(chǔ)打造規(guī)范的國(guó)家治理體系等目的，其中依法執(zhí)政、依法行政、依法治國(guó)的水平是國(guó)家治理體系現(xiàn)代化的要緊標(biāo)志。

現(xiàn)代化的國(guó)家治理能力，包含對(duì)緊急狀況、自然災(zāi)害等突發(fā)事件的處置能力，在國(guó)際舞臺(tái)上維護(hù)國(guó)家主權(quán)、安全、利益的能力，全方位建設(shè)和諧社會(huì)、叫人民安居樂業(yè)的能力。
